What do you think about the idea of being able to buy into medicare at age 55?

Why not allow anyone in the US to buy into Medicare? If the principle is for the government to negotiate better pricing for our healthcare, it seems they would have better leverage with a larger base of citizens (and hence larger volumes involved in their "purchases" and contracts.) Or am I misunderstanding what Medicare's purpose is?
