if all i have is a street address how can i look on the computer and find out who the house legally belongs to?

you can go to the courthouse, they have it on record

in your county court house there is (usually) a small office sitting to the back somewhere that says "register of deeds" or "county appraisers office". If you live in a small community you can always call your city building where you pay your utilities, give them the address and ask for the registered owner and they will give that out.

depending on the county you live in, you might be able to check online. try searching for your county's auditor, and their home page.
check if there's anything like 'property search', or 'home values', or home tax rolls - something like that. you may have to go several menus deep to find it. with most of them, you can enter an address and it will kick back the owner's name.
