No. Replacements for players with injury were only possible up to one day before the FIRST match each team played. For England this was June 9. They now have to make do with 22 players.

The rules do not allow replacements at this stage. That means Rooney and Crouch or Rooney and Walcott.
However, noting Sven's strage choices sofar I would bet on CROUCH & WALCOTT

you can't change your squad after a ball has been kicked in the world cup. All teams must register squads on the night before Germany played Costa Rica
