Depends on what she is into. When my daughter was that age she loved sports. Her favorite all time gift was an american express gift card. She got to go to the store and pick out exactly what she wanted and then got to go up to the counter and pay with her very own "credit card". She loved it!

I got my 4 yo nephew a toothbrush that lights up with a "firefly" in the handle, and a book "Stories for Four Year Olds" at KMart, and Crayola art stuff.
