If you are asking has Venus or Mercury ever caused an eclipse here on Earth, then its a yes and no answer. The reason the moon can cause such a dramatic eclipse is because it is so near to Earth. It looks like it is able to block off nearly all the light from the sun when it (the moon) and the observer are positioned correctly. Technically, any object that comes between a planet and its star causes an eclipse. So there is the yes part, Venus and Mercury have been between Earth and the sun, so technically they caused an eclipse. However, their distance from Earth, together with their size relative to the sun, allows them to block very little of the light on its way to Earth. Even though they technically cause an eclipse, you would not be able to notice it with just your eyes. You can dig around NASA pictures online and see pictures of Venus and Mercury in just such a situation. They only look like very small black "dots" in front of the sun. It takes special equipment to "see" this kind of eclipse. If you are just starting out, I think any basic astronomy book will do. You will find that relative position is just as (if not more) important than relative size when observing the universe and its functions.

I hope I don't offend you but the effect of having Venus and Mercury in Libra are nill, zero, zip, non existent. Since the dawn of time man has tried to read in the sky what has not yet been written. It is interesting to somehow interpret astrological associations, like that, but they have absolutely no physical nature. We may learn more about it with instruments like telescopes. Sorry to answer a question with a question but have you ever looked at the Hubble photographs of the Universe? Have you seen the clouds of Venus? Take a look and then meditate. The Universe in beautiful indeed, but it obeys to physical laws.
