Making a greeting card and I need to say special sentiments about daughters.

if this is for you tell her about the best times u have had with her and if it is for like a greating cards company then put what would come from the heart if you were making it for ur daughter.

Yes that is quite normal, at least where I live anyway. Me and my brother and sister all got one at 18, everybody goes on the electoral roll and your MP will automatically distribute a birthday card to congratulate you, the idea being they will help get your vote by the time the next election comes up.

I agree with one of the other answers. Remember special moments you have spent together. If you can not think of any moments then this is the time to start creating special memories.
