Maybe their shy? (Sorry bad joke) It depends, my husband's, at times are tight and tucked, at other times their free and loose. I dont how you guys walk around with that stuff, yalls anatomy is very difficult to decipher at times and your body parts seem to have a mind of their own. Dont worry when you get old, you will appreciate that they dont hang low.
Are you really 12 ? OMG dont worry about this stuff, ask Dad.

check first if your environment is not too cold because if its too cold, your testicles may adopt into its new environment and that is to absorb more heat from you body. or maybe you're having a testcle disorder,, pls visit your family doctor for that... im filipino guy... and i experience like that.. but if it comes and goes of its condition then its time for you to have examination.. some other cause is maybe in your genes.. pls try to ask from your parents about this condition... other thing to consider is how frequent you have sex...

Well, you are young. Also, you know how you get "goose-bumps" when you are cold? Well, on some people testicles sometimes shrink down a bit when you are cold. It is completely normal.
