In episode 199, Fez mentions that both the Dutch and the British have occupied his homeland, furthering this theory. If this is so, then it would be a nod to the fact that Wilmer Valderrama, who plays Fez, is of South American descent. Fez stated that his best friend is from "the west side of the island,". Suriname is not an island however Trinidad and Tobago are made up of islands"

They never say where he's from or even his first name. When he introduces himself he says "Hello my name is .." and his voice is drowned out by something while he mouthes something ridiculously long which in actuality is the names of all the actors on the show. So nothing is really know about Fez before he gets to Wisconsin.
