It means "I Love You." It combines all three initial letters in one sign.

Pinky-up is the letter "I".

Forefinger and thumb out is "L".

Pinky and thumb out is "Y".

So, all three out is "I, L, Y".

It is a friendship symbol in hearing impaired/deaf culture.

this represents the phrase " I Love You"

The pinky by its self means "I"

The forefinger and thumb shows the letter "L" and is a part of sign language as the whole phrase "I Love You"
