Define car and do you mean mass produced or specialty? The jet propelled thrust ssc holds the record, but that was pretty much a car with two jet engines on it. Did like 1.3 mach (speed of sound) or something like that.
Then there are jet fuel drag racing cars which go about 300 mph in 2 to 3 seconds so 60 mph is about 1 second.
Anyway, whatever range of 0-60 fastest, you won't be able to afford it, unless you count fastest 0-60 of economy cars, in which case you could probably afford a Ford Focus.

60 second? A Bugatti Veyron is the fastest on the market. Take a trip to Europe to catch a glimpse of one. More than 1000 horses and all-wheel drive.
Fastest in general? Top-fuel dragster. Does a quarter mile in about 4 seconds. A well driven C6 Z06 does 11's. Do the math.

bugatti veryon is the fastest car made today. someone is going to tell that the new nismo skyline is, they are full of crap. the mclaren f1 used to be the fastest, now it is in 3rd next to the veryon and the twin turbo saleen s7.
