you would first need a program to create the website such as microsoft frontpage or something like that. next you will need a domain to put your site on. there are a lot of free domain spaces out there, or you could register your own (which costs like 10 bucks a year)

first you need a profider for your site or a server. Yahoo's geocities is free so you can use that. You preferably need to know html and some javascript, or css.
