It is cheaper to buy a barcode reader, if you need inexpensive for a 1 dimentional barcode look up the Symbol LS2208. i think they are around 200 bucks.

The reason you cannot do it from home, is due to thatthe scanner itself is an input device just like a keyboard, and the scanner needs to be programmed to be able to communicate tothe computer itself. In some cases the computer does not even know the information is coming from a barcode scanner when it is setup as a keyboard wedge setup, becuase it is connected directly inline with the keyboard.

But the main reason it can't be donefrom home also is that the firmware in the barcode decodes the barcode insite te scanner. the older ones used to have a box inbetweent he scanner and the pc so it could be decoded there.

unless you are really good at writing formware, and have a long long time to spend on it, it isd pretty much not that easy.

not sure how to make one, but there are places where you can purchase them. keep in mind that they come with software that allows the computer to communicate with them, and you would need to get special fonts that translate the messages into barcodes for the scanner to read.
