I met someone at Tim Hortons once who totally let me spank her.

Random stranger - yeah, sure, sounds like a great idea. You should be spanked for even suggesting it.
Try one of the better spanking sites. Join in the discussions, get chatting to a few people, find someone who seems to be on your wavelength and take it from there. But take all the obvious precautions - not everybody's as nice and sane as they might seem.
