Yes. Most radio personalities don't want to talk to the peole who listen to their shows, and only answer when they HAVE to!

Radio songs are programmed according to national trends - not listener calls, so what difference does it make to the DJ if you call or not?

Seriously... most radio personalities would rather do nothing than answer the phone.

Oh yea, definately!! Most radio stations are so busy with other people calling in, requesting songs. Keep trying (unless it's long distance) and you will get through one way or another.

the only reason a busy signal is operated is so they dont get flooded with prank callers or people calling into be stupid. Also it gives people a open chance to ring a competition line with no doubt of it being 'setup'.

Yes, Especially if it's a popular station. There is almost always someone else trying to call in too, which is why you will need to try calling several times before you will actually succeed.
