Now the inside will not stop spinning and my computer will not shut down! Is this fixable?

shutdown the computer by holding in the power button about 30 seconds. there are gears that control the movement of the tray of the cd rom, if it doesnt work after restarting just buy a new one they are not economical to repair

Yes, use a hammer on the colmputer and tie your baby down to prevent further accidents.
Just Kidding:
If the computer is not shutting down, that bad news. What you can try is replace the broken cd-drive. You can get those at office depot or office max or best buy. Just ask them how to instal it or google it. Things to consider before getting a new drive : what kinda of operating system do you have (XP, Windows 98). Or call up the geek squad.

try remove the power connection,if u r using laptop remove the battery to

power it off, push the tray closed. then restart and keep your fingers crossed
