Using proportions you can do the math later to find out how to get to the numbers, but basically it goes something like this;
A = 4.00 - 3.50 = 100% - 90%
B = 3.49 - 3.00 = 89% - 80%
C = 2.99 - 2.50 = 79% - 70%
D = 2.49 - 2.00 = 69% - 60%
F = 1.99 - 0 = 59% - 0%

In nearly all schools, a grade point average of 3.0 is a B average. Most schools consider a 4.0 to be straight-A's, and that is the highest GPA that can be attained. You get a 4.0 for each A, a 3.0 for each B, a 2.0 for each C, and a 1.0 for each D. If the school has a credit system, you multiply the points received for that class by the number of hours, to receive your total "grade points" for the class.
You then do that for all your classes and then divide by the total number of credits and you have your final GPA. Some schools actually break it down further and only give 4.0's for A+, whereas an A might only get you a 3.75 and an A- will get you a 3.5. The same process applies for figuring out the GPA.
In almost all colleges, and most high schools, a 4.0 (unweighted) is the highest GPA you can receive. Sometimes honors classes are given a higher "weight" and you can get a 5.0 or a 6.0 if you get an A in an honors class, but most colleges only consider unweighted GPAs in which a 4.0 is the pinnacle.
0.0 is the absolute lowest you can receive and that's only if you fail every single class. In most schools the lowest you can get and still graduate is a 2.0 in all required classes, which is a C average. Some schools allow a 1.0 to graduate and the term "D for degree" is used in those schools.

Well in college the highest is a 4.0 which is an A average, this means you never in your entire career got anything but an A. in highschools it can be higher becacuse some "Advanced Placement" classes can count for a 5.0 if you get an A in them.
It works by this...lets say you have a schedual of classes like the following:
Class Credit Hours
Math 3
English 3
Biology 4 because it is a lab science
Latin 4 because it is a foriegn language
now you got an A in Math and Latin, a B in English and a C in Biology.
A = 4.0
B = 3.0
C = 2.0
D = 1.0
F = 0
so now multiply the credit hours by the grade:
Math 3 x 4.0 = 12.0
English 3 x 3.0 = 9.0
Biology 4 x 2.0 = 8.0
Latin 4 x 4.0 = 16.0
---------------------------------
Total 45.0 points
you had 56.0 points possible
so 45/56 = 80% or a B Average giving you a 3.0 GPA

To figure a grade point you add up your points:
A=4 points
B=3 points
C=2 points
D=1 point
F=0 points
add up your points and divide by how many classes your taking.
So if you were taking 5 classes and had 2As, 2Bs, and a C your gpa would be a 3.0 which is a B average.

The US university system has a scale that goes from 4.0(which is the highest) down. A 3.0 would be considered a B if gotten in a course or as an overall GPA it would be considered 2:2 in the UK grading system.

Grade Point Average is a scale from 0.0 to 4.0 --- 0.0 = f
1.0=d
2.0=c
3.0=b
4.0=a
each grade is weight versus the credits the class counts for. For instance, if you have 128 credits needed for graduation and the class counts for 4 credits, then it's grade counts for 1/32 of your total cumulative average.
