that doesnt have an account please and if there is nothing that you dont have to have an account on just tell me any site and tell me if i have to have an account or i dont.and then put the site.

Do you mean one that doesn't cost any money? If so, you're on the site. Yahoo lets you set up your own personal website for free.

You could always run something called Apache server from your computer. Using it would let you host a web page and let others connect to it through your IP. It has security concerns, though, so I would educate yourself about it if you plan on doing it this way.
