That's a tricky question to answer. An anime that will change the way you look at all other anime is Neon Genesis Evangelion. Alter seening all of it it changed me. But if you split it into different categories then I have to say: The best fighting anime would be between Dragonball Z and YuYu Hakusho. The best drama would be Inuyasha. The best mystery would be Detective Conan. For best mecha Gundam, for romance Tenchi Muyo. Comedy Bobo-bo Bobo-bo/FLCL, action Ghost in a Shell/Trigun. The list can go on but I forgot some categories.

I think inu yasha is taking dragon ball z's place as the best anime thats out now but im not surprise about that at all Rumiko Takahashi is one of the best when it comes to writing mangas, she also made ranma 1/2 which to me was one of the funniest animes i've ever seen. but sometimes it really depends on the genre but popularity wise it's probley inuyasha
