No because you need to have a license driver there to supervise but if that person is impaired or in this case drunk then they cannot supervise you. In this case you need to call a cab or stop going out with people who will get drunk and leave you without a ride.

Each state has it's own laws about what kind of driver can accompany a learner with a permit. Check with your state's DMV, but common sense tells me someone who is intoxicated would not make a good instructor, so probably not.
