This pretty much depends on your email client and ISP's anti-spam system. The previous reply that was posted certainly *could* be what's happening. The term for that in the email is "blacklisting". The problem is that spammers either don't use real email addresses, or randomly use the email address of some person that they harvested into a list, so blacklisting this method is completely ineffective now.

Some systems are a bit more sophisticated, in that they employ a learning system that uses the flagging system as input for learning about emails you don't want. An example of one algorithm for this is a Bayesian filter.

Spam authors are increasingly sophisticated about finding ways to defeat spam. So I'm afraid there is no perfect solution to the problem. To really understand what's happening when you employ a flag in your email system, you have to ask your email provider what they do with that flag. There's no universal answer.

Depending on your email provider and the settings you chose, the address the sent the email in question to you will be placed on your blocked addresses list so that you won't receive another email from that address.
