the hormones do not grow female organs...that is biologically impossible.
what the estrogen and other female hormones tend to do is help the body develop feminine characteristics such as wider rounded hips, a narrower waistline and the development of female breasts.
male hormones such as testosterone tend to accentuate male attributes such as body hair growth, deeper voice, and an adams apple, but is does not promote the growth of male organs

It seems your question may not be as much 'HOW', but 'WHY' .
And that is a hot bed of discussion. Men wanting to be women are just that. It's the women that is feeling trapped in a mans body that needs help more. Hormones can help to make that male body morph only a little. Largely surgery is needed to turn a males body and face into that of the woman he feels he is. Surgical procedures are expensive and for the most part irreversible and great steps are taken to ascertain whether this is exactly what the subject needs and can live with permanently.
So in the early stages of transsexuals passing the life test usually requires those hormones to help the man pass as a woman during that time. But , the hormones will ultimately have to be taken for the rest of the transsexual's life to maintain their female persona.
If one pill would do it all it could be so much simpler. Take it and you become a women. Maybe someday......

Men cannot grow female-only organs. By taking estrogen, they can make their bodies appear less masculine. They can't physically reshape their hips or "grow organs". Estrogen may cause breasts to look bigger, but as far as body structure, you can't do much to change it.

i dont thnk they gorw female organs, it softens their voice and less facial hair i think
