Nate Grey is on par with the celestials, but Franklin Richards has a lot more raw power. This battle depends on whether Franklin Richards is a kid or an adult. If Frank is a kid, then Nate takes this easy, but it would probably be a tie if Franklin was an adult.

There are a lot of variables are you talk Nate Grey as X-Man, old Cable or new Cable. Richards has always been very powerful he just learns to use it better with age.
X-Man V. Richards: X-Man unless he kills himself, he was probably the most powerful character they ever made. He never used even close to half his power at once because he would die, which is why when he did use a good bit of his power his brain and body could not hold it.
old Cable V. Richards: Richards easily, Cable was powerful but no where near Richards.
new Cable V. Richards: Cable, he is very powerful, not a powerful as Surfer but he did make Surfer work.

Nate Grey because he's older and would have more experience using his powers. besides, Franklin Richards has a mental block so that he can't go all out because if he did, we are talking galactic level destruction.
