If you want a professional programme that does the lot get Gimp2.

Its much like photo shop, however its entirely free to download and use. There is a steep learning curve for these sorts of programmes, otherwise try Picasso or Kodak easy share for basic easy to use photo manipulation.

Photofiltre is a really good middle of the road freebie image prog. Been using it for years. Make sure you get the 6.3.1 (free) version.
