Relative 100%. Good and evil are subjective. Take the germans in WWI, were the evil or were they fighting for what the believed in. Was Stalin an evil man for doing all of those horrible things. We think that napolean was evil, but the French didn't at the time.

Good and evil exist in a balance.
you cannot have one without the other.

Though everyone's opinion of what is good and what is evil are not the same. Both aspects must exist together.

without one there is no other. How can you say someone is a good person if there are no bad people? How can you say that this is evil if there is no good?

It's like light and dark i guess.

Relative. Good can only be good if it has breathed the same air of evil. Think about Jesus between the two thiefs

Relative. One's intent makes a difference.

so if you beleive it's evil, it is
if you beleive it's good it is

however if you dont know the difference arent you without any sin?
and the definition of insanity is NOT knowing the difference between right and wrong
it is doing the same thing over and over and expecting a different result.

of course ther are situations where there can be relative understandings but if you take a Descartes approach and try to strip things down, there are things which are probably generally accepted as being good (health, existence) and bad (rape, murder)
