I'm fair-skinned and I don't fit that description.
But I imagine that it's a matter of contrast, if that's what you're perceiving. Dark will not appear as dark on darker skin; the lighter the skin, the darker it will look.
But nipples and aureolas are all different shades. For instance, after pregnancy both become darker.

I'm not sure... My skin is very pale, and so are my nipples, the areolas are so pale as to be difficult to see at all.
