I highly doubt it. Baker College is accredited by the North Central Association of Schools and Colleges(http://www.ncahigherlearningcommission.org/). ITT Tech is ACICS(Accrediting Council for Independent Schools and Colleges)(http://www.acics.org/) accredited. ACICS credits generally do not transfer to Regionally Accredited schools. The best way to find out is to ask the admissions department of the school (Baker College).

I know of no reputable city college or university that will accept these credits. Also, many employers do not recognize the qualification either including the government. There is a lot of talk out of ITT about great placements but I actually know of someone who worked there who said that most people are unable to get employment with their credentials, and the few who do earn around $15 an hour. He also confirmed what many suspect - the recruiters are told to take ANYONE and that includes people that they are fully aware are not college standard, the aim is that even two or three semesters of their money is worthwhile to the college. Much better to go to a good local city college and gradually work your way through the lower level courses to give you a solid background and then move on to a state college to complete your 4-year. Good luck for the future.
