It is 3 passengers and the driver.Total of 4 people. The driver is included in the $5.00 fare.(vehicle and driver) then .50 for ea additional passenger .50x3=1.50 $5.00+$1.50=$6.50

Another way to think about it is that since the $5.00 includes one person, a vehicle by itself would be 4.50, in theory.
This means that for a 6.50 fare, 2.00 was for people. So that means 4 people.

because 1 vehicle = $5
$6.50 - $5 = $1.50
1 passenger = $0.50
therefore $0.50 x 3 = $1.50

okay first you have

to find the cost..

5+x=6.50
5-5+x=6.50-5
x=1.50

then $.50 per person-driver
.5x=1.5
.5x/.5=1.5/.5
x=3

3 people plus 1 driver=4 total passengers

4 people in total
