I haven't been able to verify it yet, but I'm pretty sure it is Cameron or Hidalgo County along the border in South Texas. The Rio Grande Valley area gets a rich mixture of birds from all the ones migrating through to/from Mexico and further south.
FYI - Hidalgo County consists of 1,583 square miles, so I wouldn't consider it small and Cameron County is probably double that size.

Jefferson, Chambers, or Galveston, ...maybe Matagorda. It's going to be one of those. The upper coast of Texas gets tourists from all over the world, members of the Audubon Society, and they all congregate down here to look at the birds!

It would have to be Brazoria or Aransas or somewhere down there on the middle/upper coast, I would think.
