the mortar the man is using to replace our supporting beams inthe floor is very fumy, just wondering if its safe, we have 2 kids.

Usually, mortar itself isnt a problem.... so Im a bit stumped as to how this could be giving off a lot of fumes. Perhaps he is using something to make it 'set' faster. The normal smell of mortar/water isnt a problem in itself.

Ask the contractor what product he is using and if there are any precautions that should be taken. At the very least, ask to see the package the mortar/product comes in, and you should be able to find any precautions or warnings on it.

If you want to vent the fumes, I would suggest a fan in an opening, either a door, or windows. Cross-ventilation of the space the mortar is in would work the best.

If you mean "Fumy" as in dust plumes from the mixing then a couple of things can be done to lessen the plumes of mortar dust. Open a basement window and stick a window fan in it to vent it to the exterior or mix the mortar outdoors and transport to the interior in 5 gallon buckets through a basement window. Mortar is crushed stone and lime and some other ingredients and/or admixtures. It is better to err on the side of caution and leave the home while he is working. A more conscientious worker might set up a plastic tent around the area he uses to mix the mortar and set up an ambient air filter(Air Scrubber).

You'll have to be more specific.I guess he is replacing concrete block beams of some sort, but what is "funny" about the mortar he's using.
