I was walking to get some food during my lunch break and I saw some guy flick a cigarette on the ground. I proceeded to yell 'CITIZEN'S ARREST! CITIZEN'S ARREST!' whilst chasing after him. I caught up to him and tackled him, then put my knee on his neck and said "by the power vested in my civic duty I am placing you under citizen's arrest for littering." I phoned the authorities and told them to hurry up. They then charged me with assault!! WHAT THE HOOO - HAA?

That's so awesome. When you're out on bail, you should sue...you're good at that right?
The next time you do it...give him an atomic wedgie while pinning him to a tree. That, instead of the putting knee to neck manouever, might not result in assault charges.

You should move to Georgia. It is a major crime in some parts of the state to flick a butt. Citizens are encouraged to assist the local constabulary in enforcing the new litter law.

wouldn't it have been so much easier to pick up the ciggie butt and put it in the trash?? The crime has to justify the amount of force.. if the dude had just robbed an old lady or beat up your brother.... then you'd be fine... but no cop would chase a guy for littering
