I've used it on someone tall and nice looking (easy on the eyes).
It can also mean just a tall person. So tall that when he drinks a glass of water it would take a long time to circulate.

They are very tall. Someone once said my husband is a tall glass of water. It means he's tall. Also, since most of our bodies are made of water, that's probably where that saying came from. It makes sense when you think of it...a tall glass of water....A tall person.

It means you are tall and the person that said it has an interest in you. I usually use: that's a mountain I would like to climb, (as in a mountain of woman) means the same thing when you say it about a gurl, if a guy says it to a guy, I don't know WTF he is talking about.
