The Easiest way I've got rid of burnt stuff, is to make Spaghetti sauce in that pot. I mean Make a good sauce, and just let it simmer. Ragu works good if you don't know how to make it.
Tomato Sauce is acidic and knocks it loose. Don't be afraid to leave the Sauce in the pot overnight.

Fill the pot up w/cold water to cover the burned on rice. Bring it up to a boil. Do it again w/some high powered soap in the mix. This time let the water sit in the pan until its luke warm, dump it out and scrub it up w/the plastic scouring pad. You should be all set.

Put enough vinegar in the pan to cover the bottom and bring it to a boil then turn off the heat and let is set for a couple of hours then scrubb and wash out.

Quickest thing to do is get some denture tablets, cover the bottom of the pan with hot water, drop in the denture tablets, wait for the fizzing to stop. Let set for about 30 minutes and voila...wipe it clean.

You can also try covering the bottom of the pan with water and boil it for @ 5 minutes and wash as you normally would.This should do the trick

A product called "SCOTCH BRITE" cleaning pads. They come in different grades of courseness. Its what tig welders use to clean and polish stainless steel after they weld it. Also used in the food processing industry to clean burned or dirty stainless industrial ovens and fryers.
Don't use "BRILLO PADS" or steel wool because they will impregnant the stainless steel with iron and it will cause rusty streaks in the stainless finish.

if its a normal stainless steel pan and not one coated with a nonstick coating then all you need to do is use a cream type bathroom cleanser , steel brillo pads and good old fashioned hard work it will come off like new just keep scrubbing

I have had good luck re-boiling water in the same pan, adding dawn "foam pump" soap and letting it soak, simmer. While it's hot, scrub with a green-soft bristled-backed sponge.

Baking soda works fine. Just cover the bottom with mix soda and water paste like, leave it over night, and then wash it with coarse side of sponge. You can boil it too.

They sell these non scratching pads ( I think chore boy makes them)
They are in with the brillo pads but make sure it sayd non-scratching
They worked real good for me
