I was born here but i have heard of places that immigrants can even if they are not here legally. im asking for a friend.

I've translated before for immigrants who applied for drivers licenses, but they were all legal. If memory serves, they have to produce a resident alien card when they apply for a d. license. In my state, you have to produce 5 !!! sources of ID to get a new license, 3 sources of ID if you're in the system and that's across the board for everyone.
