well, when you get tickled, your nerves and your brain kind of dont expect it. when you try to tickle yourself, your brain knows that you told yourself to do it.

on a technical scale,

your cerebellum tells your arm and finger muscles to move to wherever you are going to tickle yourself. your brain senses that you are going to touch that portion of your body, and it is stored from the cerebellum as a short-term memory, which tells your brainstem to filter out the ticklishness or to kind of shut down the sensitivity in the nerve endings on that area of your body. did you get all that?

Because you already know what will happen so it reduce the sensitivity of your nerves that's you can't tickle urself

because you know where you are going to touch. When someone else does it you can't predict where the contact will be so it causes a stimulation of the unknown
