Waterford, New York is a huge glass manufacturing city. Maybe, the city leaders, were worried, with lots of people skateboarding, all over the place, something valuable is bound to get broke, like some of there valuable glass merchandise. That sounds really ridiculous, but I really can't think of any another reason, the city of Waterford would pass such an insane, unrealistic and unconstitutional law. Skateboarding is part of our American way of life, know one, any place, has any right, to tell Americans, where or when, they shouldn't be skateboarding. Skateboarding rules.

my guess is that the city councillors passed a bylaw making it illegal cause you little brats tear up and down the city streets not watching where you are going and are a hazard to drivers and everyone else on the road.
