Political Correctness lingo for To be poor.
Political correctness (often abbreviated PC) is a linguistic concept aimed at removing words or terms that could be perceived as offensive to certain groups, especially racial or cultural groups. The concept typically refers to the English language, but is not exclusive to it. A text that conforms to the ideals of political correctness is said to be politically correct.

Socioeconomically Disadvantaged

There were labels put on everything in the late 80's early 90's and they gave society labels as well. Socioeconomically disadvantaged basically means that person comes from a community/area/family/culture that normally has less advantages, from education, resources, jobs, ect...

Come to my house for a first hand look at this. I am a starving student trying to finish school and raise my son. Living off Ramen Noodles and 3 channel television. Our excitement is the internet which is required for school. I am a prime example.

It means to grow up in a home that is not owned by your family and if it is, its in a neighborhood that has low property values so it doesn't contribute much wealth to leave to future generations.

It means that since the property value on that home in that neighborhood is so low, property taxes don't contribute a whole lot to the schools in that neighborhood so the text books aren't as up to date, the budget doesn't leave much for extracurricular education and there isn't much money to pay teachers so that good teachers don't want to teach there leading to an education that has less quality than those in a better economic situation.

It means that parents have to spend more time working to pay bills and less time raising their children which is proven to make them more likely to be exposed to violence (on the giving and receiving end) and illegal activity and to affect their education, which leaves them less likely to be able to better their economic standing and much more likely to repeat the cycle generation after generation. These people aren't very likely to ever be wealthy.

The opposite is the family who lives in home that is both owned by those in it and valuble.

This neighborhood has higher property values, hence, better schools. These kids recieve better educations. They are much more likely to finish school and their parents can afford college. Their parents have some wealth to leave to them which adds to their wealth which they leave to their children and so on. These people aren't likely to ever end up poor.

It means that you dont have economical opportunities that others have. You dont have as much money and this can deprive you of many things. Its your socio economic status "your poor".
