If your significant other does not know about it, and you are hiding it from him/her, and if you talk about intimate things with the pen pal, then yes, it is called cheating.
If your significant other knows about it, and is okay with it, or if he/she were to find out about it, and be okay with it, then you are in the clear.
Also, if you are spending more time talking and sharing with your pen-pal and neglecting the emotional needs of your significant other, then I would suggest you spend less time on the computer and give your SO more time and attention.
One more thing: if you are venting to your pen-pal about how awful your SO is, then it also becomes not such a good thing.

It all depends on what you want with your on-line pen pal. If you are feeling guilty about havin one, and you are telling personal secrets to this person then I would say yes u are cheating

I will tell you what my husband told me. If this online person is taking you away from the person you are in a relationship with, then yes, it can be considered cheating.
What I mean to say is that if you have time to spend and you choose to spend it with another man (instead of your significant other), then yes, that could very easily be considered cheating. If it is a casual thing and you see him when you see him (when you are bored and alone), then not so much.
