Chances are good that when she was a baby, she co-slept -- that is, shared a bed -- with her parents, and so she has a comfort level with it that you may not (because you were likely raised in a family that didn't believe in co-sleeping.)
Before you rush to judgement, consider the circumstances; were they clothed or nude? Did they seem embarrassed, or relaxed? Keep an open mind, and don't read sexual overtones into a situation that might not deserve them.
Having said that: if you see other signs of sexual abuse or incest, and you have reason to be concerned, talk to her. Just be careful, because if you're wrong, she may brand you a nosy pervert -- and she might be right. And as mentioned above, don't bring allegations of sexual impropriety into this unless you have proof that something is going on; accusations of this sort can tear a family apart, even if the charges are completely false.

As long as they're not naked, why would there be anything wrong with that? Seems quite a normal thing for a dad and daughter to do. You're probably reading sexual overtones into it that are only in your mind, not theirs.
Addendum: Reading some of the other answers I would caution you VERY strongly against talking to anyone else about it unless you have a much more substantial reason to suspect wrongdoing than this. Accusations of improper sexual behaviour in a family are likely bring down a rain of grief on them. If you're wrong, you're quite likely to literally ruin their lives. Perfectly innocent people can spend the rest of their lives being thought of by others as perverts after allegations of sexual crimes, long after being cleared, because people will always say "he got away with it" or "there's no smoke without fire". You need to think about this very, very seriously indeed.

Were their heads under the covers, like they were hiding? Were they maked or half dressed? If yes, that's serious and you should tell an adult. If not, and it's a one time thing, so maybe they were just tired and took a nap next to each other...

just so you are sure....maybe you could spy on them through a window. wouldn't be good to accuse someone when it's innocent....but it really does not sound innocent imo....how were they layin?
