192.168.x.x is a private space in won't route over the internet. I bet you got it when you were on your network and now you are off the network and it wont work.
The 192.x.x.x space existes so network can have internal addresses.

I bet this is to your high speed Internet or router. This ip address is only if you you are connected to the router and/or modem. If you type it in when you are directly connected, you should get a page that looks like a web page. Here, you can change settings or view personal information about your modem or router.

It's private address space. So that probably would only work for someone's private network.

Thats in a private non-routable address space, so it might work on one person's network, and not on another.
