When putting throttle full the boat only gets up to approximately 2200 rpm. what might be the cause of this

how do you know its only doing 2200 rpm unless you have a properly wired tach? however, if this is true, tune it up. check for proper carb linkage. if you dont know how to check W.O.T. timing have a mechanic do it.

Assuming that the engine is in good tune, the wrong prop pitch would be my first suspect. Possibly problems in the I-O unit but that would likely cause some telltale noises.
