as a mother i'd say anything beyond lip gloss should wait until about 15-16. if you are old enough to drive a car then you should be old enough to wear a little make-up. at that age it should be used to enhance and not cover. you don't want to look like a street walker, just enough to give a pretty soft glow. foundation is usually not something a young girl needs, though a little blush and mascara looks pretty. you can use a tinted moisturizer if you want a little kskin color. i would ask your parents and go with what they suggest as you don't want to waste your money if they wont allow you to use it yet. also you might want to ask you mom or another trusted female adult to help you to apply it the first time so you know what goes where and give you any little tips they've picked up over their years of wearing make-up.
