Probably Action Comics #1, as it was the first appearance of Superman and the beginning of the superhero comic.
After that, probably Superman #1, Amazing Stories #15 (first Spiderman appearance), and then Spiderman #1.
First appearances of a character tend to be more valuable than the first issue of that character's own series.
