The COLDEST part is probablly gonna be the tips of his hairs or the tips of his toes...those who say that the phalus is the coldest are obviously NOT fit to be doctors, that's usually one of the the warmest parts especially if Mister Happy is all excited and standing at attention.

its the scrotum,which stores sperm.
its so cuz temp here is atleast 2 degrees less than the optimal body temp, to provide favourable storage conditions for the sperm!
