Or is it better to not limit anyone because the amount that are honest outweigh those that are dishonest?

Well the laws are basically the limitations.

I believe that if a city had a genuine community or social tie to each other, that would be another method.

The capitalist doctrine basically sets us as individuals, each striving for ourselves. That is part of what liberal (in a non political sense) means. This has been shown to reap great rewards in productivity as there is more incentive for individuals to work harder to look after themselves and their family (if they are lucky enough to have one.

The unfortunate counterpoint is that in a capitalist society there are both winners and losers.

Essentially the aim of laws is to make things fair and safe. If the laws are not making things fair or safe, they are not doing their job.

So here are some extra questions.

Do the laws protect us?
Are they really fair?
Are they based upon proper consideration and thought or knee jerk reactions?
Do they protect the interests of everyone, or just some people?

The number of people in the world that are dishonest are equal to the number of honest people in world. To limit yourself from either would mean that you are incapable of experiencing life to the fullest and learning the lessons that are required to make good judgments later in life. How else can you judge rather or not a person is good or bad if you have "protected" yourself from them all of your life?

Absolutely we should protect our selves from all not a few of dishonest deeds of other people..God very hates to our liars and deceit person.
Someone who deceiting and telling a lie to other is sin.It is included in wrong doings.We should ashame to do that because ashame or shy is a part of our iman or faith.according to moslem teachings.We can not do harm or make other people loss.We should honest to your own and to other people..your family,your friend and others except to our enemy or someone who has ill intention to us.We should treat our friend honestly but
we should take it with granted.to their intention whether he/she is good and be trusted a fair one.Yes we know that honest people are outweigh dishonest people but we must act prudently especially in big cities they are many liars and deceitful people.So we do not believe someone before we know who they are We should prevent ourselvesto be their victims.

Sad fact is that societies have always had to place limits on the whole group, on account of a crooked few. I think to do it the other way around would present many people with more temptation than they could handle, so that the crooked few would quickly become not-so-few.

Honesty and dishonesty is because of a society we live in. Uprightness of an individual is due to the environment from which he comes from. A balance is always struck by nature as the habit is from time immemorial. It has become a relative term in our present day living as conscience too has lost conviction and has convenience as an option.

no don't limit all people.peoples lie for a reason either to protect people they care about from heartbreaks or to find who the really are. everybody lies and sometimes its a habit that we have to control
