As far as I can tell, all of them. I don't think Europeans have libraries or book stores to speak of.

Because society has gone to the dogs, parents are not giving guidance or care, the school systems are churning out uneducated teens with no prospects and children are not encouraged to strive for anything better. Drugs, drink and sex go hand in hand and all are freely available to unsupervised teens who are suffering from lack of respect for themselves, society and human life. They find it an easy choice to get a flat, benefits and to avoid going to work. There should be mandatory work schemes or further education after the age of 16.

Literacy rates are compiled by UNESCO. United Nations Educational, Scientific, and Cultural Organization. No European countries have particularly low rates of literacy (for those that have data provided). It looks like Albania is one of the lowest. Visit their website to find the exact numbers you're looking for.

I believe the reason England has a high illiteracy rate is because there are so many bloody foreigners over here. There arn't that many "English" people living here anymore. I for one am buggering off as soon as my kids leave school.

Judging by some of the answers put on this site, I guess England has cornered the market on this subject.
