The County tax collector or assessor has the records on land ownership. They are public records. The local library might have a book called "County Plat Book & Directory, " which is like a map that shows who owns what land. You might need to scope out the legal description of the land. While land may appear to be vacant, the owner may have put it into reserve rather than tilling the land. That is one facet of the USDA farm programs, when landowners are paid for not farming their land. I don't know.
