Cities can set wages above minimum wage - but only for city jobs. They cannot make private companies increase wages if they are paying the minimum wage. Minimum wages are driven by the local economy and availability of workers. If there is a shortage of employees, businesses like McDonald's have increased wages to over $8.00 an hour in some location. Where there is an abundance of employees, the wage won't go up.
