Someone had mentioned ripping out side seams and inserting extra fabric- this is a terrific suggestion, and one I do all the time with clothes purchased from local thrift stores that are just a little on the small side. I have a couple of reading reccomendations for you that have come in VERY handy while I've been reconstructing my wardrobe to save money (and nice clothing that just needs minor updates!).

2) Rip It! : How to Deconstruct and Reconstruct the Clothes of Your Dreams (Elissa Meyrich)
3) Generation T : 108 Ways to Transform a T-Shirt (Megan Nicolay)

It would be easier to just buy new shorts.

If you really want to make them bigger, take out the side seams completely, and detach the waistband. Add a strip of material to each side seam to make the shorts bigger around the hips and thighs. Cut the waistband in two, and add a strip of material to the waistband to make it bigger. Sew everything back together. It'll look funny, but they'll be bigger.

You can't make them bigger. Only smaller.
