Photoshop and Maya - Once you master these two, you'll be the best digital artist around. I would also recommend that you purchase a good graphics tablet to make sketching, re-touching and general workflow easier to accomplish.

Just like the others are suggesting, get Photoshop.
I have Adobe photoshop Elements 4. But I have also used Adobe Photoshop CS 2 quite alot.

Elements 4 is in my opinion the best Photo editing program you can buy in the under £100 bracket.
This would cost you about £60 to £70 ( Not sure how many dollars )

Adobe CS 2 is the daddy of them all. Nothing come's close to it. However, this will cost you between £400 and £600. If you can afford it, buy it.

My advice. Buy Elements 4. You will not regret it!
