Because the political entities that control the police will not let them. And sometimes the police themselves profit from the corruption

The police, nor the government wants to finish the mafia...they have heavy dealings in the mafia themselves...

If I had to make a guess, the Mafia has more money to spend, and better connections than the police. They also seem much less concerned if members go to jail or get killed.

They just keep creating new mafia families. Money & power breed more men wanting control. The police will continue to rid us of mafia families & new ones will be born & replace them.
